Edit site tags?

Hi,
Is there a way to list all tags associated to a site?
The admin console tag manager doesn't show any tags, but one of our sites has many of them. A user needs to edit some of them so that they are correctly propagated on all associated documents.

I unsuccessfully looked around to list those tags...
